Two JNV students’ dead
ITANAGAR, Dec 10: In a shocking incident, two students of Jawahar Navodiya Vidyalay Mahadevpur, Lohit have been found dead, three kilometers away from their school.

The Police source says that bodies have been handed over to the family members after the completion of legal formalities.
According to reports, the students had gone out of the hostel campus on Dec 6 which was a holiday. The authorities came to know about the missing students only after 8.30 PM as it took mandatory attendance call of the students.
The school had lodged a missing report with the Police early morning of the next day following which a search operation was launched.
The bodies were located by milkman of the area, who alerted the police yesterday. The sources say that one of the bodies was found in the bank of the river while the other one, in the water.
The boys have been identified as Pipali Choutang of Lathoa and Ajekso Manyu of Medo.
Police says that it is too early to comment regarding the case and investigation is on.
NES demands thorough probe

ITANAGAR, Dec 10: Arunachal Pradesh College Teachers’ Association (APCTA) appealed to the Nyishi Youth Welfare Association (NYWA) to defer its proposed Capital bandh on December 12 in view of University and College examinations.
Describing the bandh at a crucial academic period as uncalled for, the APCTA urged NYWA leaders to think for the future of the youths and students of the state.
Dera Natung Government College Students Union has also appealed to Nyishi Youth Welfare Association to call off its 12 hours capital bandh on Monday next, saying that it would hamper ongoing house test of the college.
Meanwhile, irked with frequent bandh call in state capital over the past six months, Arunachal Below Poverty Peoples’ Union (ABPPU) today asked the state government to deal stringently with unrecognized organizations that resort to bandh call for fulfillment of theie vested interest, by deploying adequate paramilitary forces in and around the Capital Complex to instill sense of security among the people.
The union opined that if the current trend would not be rooted out it would hamper the development process of the state.
Apex Bank organizes prog on FLCC
ITANAGAR, Dec 10: A programme on Financial Literacy and Credit Counselling (FLCC) was organized by Apex Bank, Nirjuli yesterday.
The Bank’s Managing Director Tsering Thongdok highlighted the schemes and loans available in the bank for the public and rural development. He also assured the public to provide loans in the sectors of transportation, agriculture, veterinary through Kissan Credit Card, Self Help Group and NGO’s.

CM expresses concern over frequent fire
ZIRO, Dec 10: In yet another fire accident, 39 houses were burnt to ashes at Paraline, Hapoli yesterday night. The fire occurred a day after a boy lost his life and 50 houses were burned down at Daporijo.
Two fire tenders were rushed to the spot immediately after the fire broke out at around 11 pm and it took almost one and half hour to douse the inferno.
The cause of the fire is still not known but investigation was on.
Ziro which witnesses fire accidents almost every year does not have enough fire fighting equipments. In all the cases, it’s been the citizens who have come to help themselves in absence of adequate fire tenders.
Meanwhile, Chief Minister Nabam Tuki expressed concern over frequent occurrence of fire accidents, especially in Lower Subansiri and Upper Subansiri districts.
The chief minister directed the district administrations of both the district to immediately take remedial as well as precautionary measures to avoid similar incidents in future. He also directed them to make spot visits to assess the quantum of damage and also to ensure whether there have been any unreported human casualties.
Tuki, who is currently in Kolkata attending a meeting convened by Union Finance Minister Pranab Mukherjee with all Chief Ministers and Finance Ministers of Eastern India states, feared that there is an increased chance of such mishaps during winter. He called for extra precautionary measures on part of the administration.

Kolkata, Dec 10: Chief Minister Nabam Tuki today urged the Union Finance Ministry to stress upon the banking institutions to initiate steps to expand and strengthen the SHG bank linked system in Arunachal Pradesh while underlining the importance of micro credit as more than 80% of farming communities are marginal farmers with little access to credit.

the agriculture credit flow in Arunachal has improved from Rs. 2966 lakh in 2008-
Tuki, meanwhile, appealed flexibility in banking norms for facilitating education loans to students of the state. He said every year many meritorious students from poor economic background are not able to pursue higher studies especially in technical fields due to lack of funds.
“Both PSBs and Private Sector Banks are not encouraging adequately the students in this regard due to procedural difficulties. I request you to kindly impress upon the bankers to be more flexible in extending loans under Education Loans Scheme,” he appealed while also calling for flexibility in extending loans to weaker sections and minority communities of the state.
Another concern Tuki highlighted was the state’s Credit-
Tuki also welcomed the Business Correspondent and other models with appropriate technology backup to be implemented by banks. There are only 124 branches of different banks in urban and rural areas in the State with inadequate staff strength. There are 99 Blocks in Arunachal Pradesh. RBI has identified 34 unbanked blocks in the State and of this, 10 unbanked blocks have been allocated to SBI and AP Rural Banks. Now, remaining 31 nos ( 24 unbanked blocks as per RBI + 7 additional blocks) of unbanked blocks which need to be covered in a phased manner. In pursuance of the decision taken in the SLBC meeting held on 29th June, 2011, the notification for opening the bank branches in another 6 unbanked blocks was issued by the State Govt. and communicated to RBI for calling bids. However, the proposed coverage by using the Business Correspondent and other models is yet to be decided in the case of Arunachal Pradesh.
As regards to the MGNREGA payments and State Govt subsidy through banking system, Tuki said in case of 32 Government schemes in operation being funded by Government of India and under which subsidies are to be given directly to the beneficiaries, the State Government is examining the matter for electronic benefit transfer to the beneficiaries’ bank account. However, as there are 31 unbanked blocks, poor telecommunication network and inadequate facilities of post offices, the State Government is facing problem to implement/operationalize the schemes by Electronic Benefit Transfer (EBT).
To ease recovery of dues the Chief Minister suggested that while sanctioning the loan, the banker should make it very clear that the loans are required to be repaid in time and should not be confused with other subsidy schemes.
“So there is a need to have awareness amongst the borrowers through the officials by dissemination of information. The State Government is willing to extend support and help the banks in recovery drives,” he assured.
On the likelihood of power developers to approach banks for loans in implementing hydro projects in the state, Tuki said the government is processing all these projects in a single window clearance. However, the statutory clearances like forest clearance, environment clearances are being given by the Ministry of Environment & Forest, Govt of India, where some delays do take place. The state government is pursuing with the Center from time to time to devise systems to give timely clearances, he added.
Delving upon a very distinct feature of loans, Tuki said the unique customary land tenure system in the North Eastern Hilly States requires special dispensation for land based collateral for extending credit by the banks to the people.
“I would, therefore, like to reiterate that collaterals should not be required for banks extending agricultural loans up to Rs. 50,000. Land Possession Certificate (LPC) may be taken by banks where available for establishing proof of right to cultivation of the land. Where LPC is not available, a letter of comfort or certificate from the group/local tribal bodies/farmers clubs/Village Development Board Statement (VDBS) regarding the borrower’s inalienable right to cultivate land may be taken.
“For loans above Rs. 50,000 and up to Rs. 5 lakh, where borrower has an established track record and projected cash flows are sufficient, banks should not insist on land collateral if there is an inalienable right on such land. For Agriculture loan above Rs.5 lakh, where land is not available as collateral, the banks, financial institutions should consider providing credit enhancement through partial risk sharing instruments or conditional guarantees. It is requested that the RBI and banking institutions issue suitable guidelines to the banks institutions considering the peculiar situation of NE States in this regard,” he suggested.

In order to cope up with the unemployment problem, Tuki said there is a need to set up training centre and job recruitment centre at Itanagar to give job opportunity to local youths.
“A special recruitment drive may be organized to fill up the group C and D posts reserved for ST candidates in the banking sectors. The State Government is willing to provide all support on the above initiative,” he suggested.
The meeting was also attended by Chief Ministers of East Zone states, senior officials of Central and State Governments, Deputy Governor of RBI, Chairman of NABARD and CMDs of different banks.
ITANAGAR, Dec 10: The Environmental Protection Society (EPS) of Arunachal Pradesh today organized a much needed cleanliness drive in the compound of RK Mission Hospital (RKMH).

AAPSU blames administrative failures in tackling fire accidents
ITANAGAR, Dec 10: All Arunachal Pradesh Students Union (AAPSU) has sympathized with people of Ziro and Daporijo where fire incident caused massive loss of properties and loss of one valuable life. In a release AAPSU expressed shock over administrative failure to tackle such fire incidents.
“Daporijo and Ziro are quite vulnerable to fire incidents during winter season. Local administration knows it very well but as report in both cases they seem unprepared for it,” stated AAPSU President Takam Tatung.
Further he added: “It is time government revamp the fire service department. There is urgent need to address issues like shortage of fire tender and manpower. We also appeal state government to identify places across the state which is vulnerable to fire incidents so that precautionary measures can be taken.”
AAPSU while condoling the death of one young boy in the Daporijo fire incident has urged government to provide proper compensation to fire victims of both Daporijo and Ziro. Meanwhile AAPSU has condoled the death of two class X students of Jawahar Navodya Vidyalaya Mahadevpur, who were found dead yesterday under mysterious circumstance after they went missing recently. AAPSU has called for proper investigation into the case so that cause of death is ascertained as soon as possible.
Paediatric Ophthalmology & Strabismus unit at RKMH opens
ITANAGAR, Dec 10: The Paediatric Ophthalmology and Strabismus units were inaugurated at the Ramakrishna Mission Hospital by Dr. K Nishing, Director of Health Services here today.
The unit set up in collaboration with funding from the ORBIS International is the first of its kind in Arunachal Pradesh and second in the North East.

Rural sports meet under PYKKA begins at Lohit
ITANAGAR, Dec 10: The three days district level rural sports competition under Panchyat Yuva Krida Khel Abhiyaan(PYKKA) began at Tezu Jubilee Ground today.
Players from various parts of the district, including Tezu, Namsai, Lekang, Upper Lekang, Wakro, Chowkham, Sunpura and Ningroo are taking part in the competition.
N. Malo, member secretary, PYKKA, highlighted the Centre’s ambitious programme PYKKA which aims to expose the hidden rural sports talents.
